Parents hate L.A. huge, overcrowded high schools, but...
Enabling parents to choose from mediocre options falls way short of finding more engaging teachers, making classroom life meaningful for blue-collar kids. Rebuilding the California economy necessitates fresh and inventive forms of human capital.
